Microsoft previously announced plans to ship the new Windows 10 Mobile OS to handsets powered by Windows Phone 8 and 8.1 this December, but it seems things are not yet set as reports citing the company's officials say the update (OTA) may now arrive early 2016. "This November we introduced Windows 10 to phones including brand new features such as Continuum and Universal Windows Apps with the introduction of the Lumia 950 and 950 XL." says a statement made available by Microsoft's officials. MTN will challenge the $3.9 billion fine imposed on it by the Nigerian Communications Commission (NCC). MTN, in a statement to shareholders today, said it decided to take this route after exhausting all other options to have the fine reduced. MTN said that "All factors having a bearing on the matter have been thoroughly and carefully considered, including a review of the circumstances leading to the fine and the subsequent letters received from the NCC." "MTN Nigeria, acting on legal advice, has resolved that the manner of the imposition of the fine and the quantum thereof is not in accordance with the NCC's powers under the Nigerian Communications Act and therefore there are valid grounds upon which to challenge the fine." According to Reports, MTN has told its lawyers to "proceed with legal action in the federal high court in Lagos to seek the appropriate relief." Opera Software , a Norwegian software company popularly known for its Opera browsers has reported that users of its Opera Mini mobile browser in Africa saved about US$500million in mobile Internet data up to October 2015. South African users enjoyed around a US$65 million (R905 million) saving over the ten months and Nigerians saved a whopping US$198 million (NGN39.5 billion). These savings were made possible thanks to Opera's advanced compression technology which shrinks webpages down to as little as 10% of their original size, reducing data consumption by up to 90% and has helped African users of the Opera Mini mobile browsers to use 82% less mobile data. According to the report, overall Opera Mini users on Java-based phones saved an average of 88% in mobile data each month, smartphone users saved about 76% while Android and iOS users enjoyed 75% and 70% savings respectively. Finally, the Nigerian Communications Commission, NCC, has reduced the N1.04 trillion fine it imposed on MTN Nigeria to N674 billion. However, the commission has also mandated the telecom operator to pay the fine on or before December 31, 2015. The fine imposed on the telecom operator was due to what NCC described as MTN's inability to disconnect about 5.1 million Nigerian subscribers improperly registered on its network, after several warnings in August and September 2015. In reaction, MTN has said it would carefully study the new development and would mandate its Executive Chairman, Phuthuma Nhleko, to immediately and urgently re-engage with the Nigerian authorities before responding formally. The reduction, which represents a 25 per cent slash, provides MTN with a reprieve, after series of meetings which have seen several officials from South Africa thronging the country to negotiate the fine.
